My name is Tom Piper, the owner and manager of this Jefferson City, Missouri, business. MacQuest Consulting is an experienced consulting firm offering practical and cost effective community-based health care research, planning, education and related advisory services. It is a private Missouri-based business with professional associates and periodic affiliates in Virginia, Maryland, Pennsylvania, St. Croix and elsewhere. MacQuest Consulting has engaged in computer and health services research, analysis and consultation for more than 30 years.
As the firm’s principal, I have successfully undertaken a number of studies and projects. These include man national surveys of state and regional health planning and regulatory agencies. These surveys have been the basis for influential publications such as the National Directory of Health Planning, Policy, and Regulatory Agencies, an annual reference that summarizes planning and certificate of need (CON) regulation developments and trends nationwide developed in conjunction with the American Health Planning Association. I continually monitor and report CON developments throughout the country, and acts as chief CON advisor to the American Hospital Association, the National Association of State Legislators, and others.
MacQuest Consulting has undertaken specific planning and certificate of need research and studies in a number of states, e.g., Washington State, New York, Ohio, Arkansas, Georgia, Tennessee, Alaska and West Virginia. These reports have been used to develop state health plans, establish and validate planning criteria and standards, explain and justify specific planning and regulatory initiatives, assess community and state health service and facility needs, refine CON regulations, and help shape policy, rules, regulations and legislation.
These efforts have required close collaboration with the staff of state regulatory and planning agencies, with providers of health services, and with legislative committees. This has helped promote the development of independent studies and reports on many politically sensitive topics.
In other relevant consultant experience, I have directly assisted providers and planning groups to analyze CON impact and future directions in Michigan, Alaska, Pennsylvania, New Jersey, Florida, West Virginia, Arkansas, North Carolina, Georgia, Ohio, Oregon and Alabama.
